- Develop a shared future state model

- Modify model to deliver better results for the customer and reduce muda (waste)
- Develop written implementation plan in consultation with stakeholders
- Provide the resources necessary to move to the future state
- Calculate cost-benefit for required changes
- Prioritise required changes
- Obtain required authorisations
- Facilitate the provision of resources needed to implement plan
- Review future state model
- Identify measures of progress towards agreed future state
- Review progress towards future state
- Agree methods of improving areas which could progress better
- Agree on methods for evaluating future state
- Validate measures and methods with relevant managers
